I correct my post: Lolicon is a slang, which is shortened form of Lolita Complex, which seems to work as a (near) synonym with (or non-human, manga /anime related) pedophilia in western (outside Japan, to be more precise) perspective. You might find it in the dictionary if it has slangs in it.

So, in my views: Lolicon can mean pedophile, but Pedophiles can't really be a lolicon anymore. It's like the next level. Lolicons (provided that they are not pedophiles yet) thrive on relieving their desires by reading mangas involving erotic depiction of children (since in Japan, this would be legal at the moment). But, they would not be interested in getting themselves arrested by performing pedophilia.

That I think is the main difference. The Lolicons seem to want consent in the process of relieving their desire, as to respect the will. The pedophiles do not seem to care. So, if the age was a problem not included, the pedophile would still be arrested, while Lolicon would be not.

In the book Lolita (by that Russian novelist) the Lolita (the actual character's name) gave consent.

So,: If in Japan, a 25 year old and 14 year old have a sexual relationship with both parties definite consent, 25 year old could be considered Lolicon. But, if the 25 year old 'forced' the 14 year old, that would fall under pedophilia. Both cases 25 year old might go to prison, but Lolicons (along with some minorities that are non-lolicons... I have the most liberal views don't I? -.-) wouldn't support the 'pedophile' of this case.
