@ alex: It's probably because the anime is older, from the period when 640x480 and avi were HQ (Great Teacher Onizuka). Meaning that if the original is LQ, there is no way that it can become a HQ no matter how big the size of the video is. Higher resolution doesn't always mean that the video is also of high quality.
