Leaving aside the whole issue of what "lolicon" and "pedophile" really mean (compare pedophile (bad thing), with audiophile (okay thing)), there's a world of difference between wanting to do something, and actually doing it when given the chance.
I WANT to bang every beautiful woman I see, but do I hit on/ flirt with all of them? No. The fact that someone enjoys seeing suggestive or even explicit images of children doesn't mean they'd actually try to do that in reality, even if they had the perfect opportunity (which never happens anyway).
In reality, one of the more common role-plays/fetishes that adults use to make things more *ahem* interesting involves one partner pretending to be a young and innocent boy/girl.
On the other hand, if you browse actual x-rated photographs or videos of children, then you're sponsoring and participating in outright abuse, even if it is at a slight distance.
Drawn images, animation, and stories are all safe outlets for something that one cannot express in reality without violating a near-universal moral standard, and usually several laws. It's FAR better to browse some images or watch a movie then to seek such things in the real world.
