I uploaded mine while I had administrator status, you need a specific post count and rank to have an animated avatar. There should be a thread in the Forum FAQ that tells you how many posts you need and what rank you need to upload an animated avatar.
Ahh I'm really sorry...! I quite forgot why I said in my lastest post .__. well, is it really possible to upload/use an 3D ava ? (I mean, the ava could move just like in ur ava)
