Can't remember the anime someone help me!

unfortunately my PC's garbage so no image available but I've seen her in a couple anime being cosplayed

blue-green hair
seems to hold a leek (the vegetable)
and appears to have a small number (10 I think) on one of her shoulder

If anyone could help me that would be great!
