That's a manga by Clamp called Clover. I don't think there was an anime made for it, although there was a music video made.

ha! i was watching tsubasa chronicles and googled pics and these come out then you gave me this artist clam. and now i know tsubasa is his work too, thanks again...

he? is very good with details and costume designing.

CLAMP is actually a group of ladies that started out as doujinshi artists. Some other anime series that they have created include: Angelic Layer, Card Captor Sakura, Magic Knight Rayearth, Tokyo Babylon, Tsubasa Chronicles, X/1999, and xxxHolic. They also did the character designs for Code Geass.
