Oh, that's Sora Hasegawa from Ah! My Goddess!/Aa! Megamisama! The avatar is a pretty accurate depiction of her personality. This is one of my favorite animes, btw, one of my sacred cows, so to speak.

That is most definitely Sora Hasegawa from Oh! My Goddess (Or Ah! My Goddess. Whichever you prefer).
She's a very timid character.
