Hitsugaya isn't even as powerful as Ikkaku (referring to the fact that he had to do the whole limit release to beat his Arancar.) He's got to be the weakest.

this is not quite logical, Ikkaku had to go Bankai to beat his opponent, and since he could do Bankai, either he was not limited since the beginning (unlikely because all lieutenants are supposed to be limited) or he benifited from the limit removal too. Anyway he had to go all out.

I think its that fox guy (cant remember his name sorry) Kenpatchi beat him down easy then Aizen.

I'd think the weakest is Komamura (The anthro captain). Hitsugaya got caught by surprise, then took his time unleashing an attack which was basically kill-over-time. The guy couldn't break out, Yammy couldn't get free to save him, so I say that's a sight better then Komamura who basically entertained Zaraki for a little while. He didn't even wound him really that I could tell, which means Tousen is stronger then Komamura at the least.

Geez, did anybody realize that Konamura vs Zaraki never ever begun because Konamura ran to go help Yamamoto who he sworn to protect?
