I would not say electricity is the strongest element. After all, they all have there down falls. Earth, and rubber, are Enel's. And I dont think anyone other then luffy or a marine admiral could take him. Garp might be able to if he used his Haki. (For those of you who dont know what Haki is, its the mysterious power Shanks and rayliegh use. Sentomora, Kizaru's nephew also uses it to attack luffy.)

Yeah, Haki is a great power which Rayliegh used in the last episode, that is why rayliegh kicked Kizaru's beam light away!

Haki is like a good virus, once one person has it so does everyone else.

Enel could beat fishman easily, and than start a fish boat to make profit and rule the seas through zappin fish?
