Luffy is unquestionably the strongest, he has the obligation to protect his nakama coz he's the captain. When it comes down to it, all of them (especially Nami and Robin) believe Luffy can and will save them.

Then it's Zoro, Sanji, DF users and Franky, Usopp, and Nami.
