Yes, it seems that Heiji has talent but no training. He needs a mentor, which I believe Shinichi/Conan is portraying. Who else has noticed Heiji's increase of skill since his first appearance. They're almost equal.

Hattori Heiji is also an Intelligent creature.. He is also a big help for Shinichi throughout the story.. He is from Kansai and he is well-known.

Kudou Shinichi - 92%
Hattori Heiji - 5%
Mouri Kogorou - 2%
