tried making it as my desktop but all the programs that do it cost money

Create a shortcut file to

then open desktop properties, find desktop advanced setting and under "Web" tab add this shortcut

i did it another way, for windows XP:

Right clik on desktop->Properties
Go to Desktop tab->Customize desktop->Web tab
There click on the "New" button, a dialog appears asking you to provide the link to the web page. Put there the full link from the first post.
Ok..ok...apply
Now you should have a small window showing haruhi on the desktop. Hover your mouse around top-left corner of the Haruhi window. A (usually gray) bar will appear.
In the left side of the bar there is a drop down menu, click on the small black triangle to open it.
Choose "Cover Desktop" from there.

Now you have Haruhi as wallpaper :)
Only thing is you can't right clik on the desktop no more, since the desktop is now a SWF animation in flash. You can however right click on "My Computer" for most tasks.
If you want to create a folder on the desktop you have to de-cover the desktop, do so by hovering the mouse on the left-up corner of the screen. Choose "restore" to have a small Haruhi again.
