Then, may I suggest Shina Dark?
After the Demon King awakens, the countries of the world
(their world, which is RPGish) send 1000 beautiful maidens
to his home, so he won't be inclined to come looking for love
in their direction. He isn't actually interested, but it's not
possible to send them back, so he gives the girls a city,
and instructs them to rule themselves.
While there are many characters, only 2 are stage center -
the Blue Princess, and the Green Princess.
The setting is epic in scope, with the fate of the world
at stake, but the story is community politics. A very young
community, consisting entirely of immigrants from different
countries.

3 volumes so far.

And the obligatory moe cutey, called Marple in this case. Her backstory has
not been explored so far, and she's not been used for much more than
occaisional comic relief (finding her way unassisted to the Satan's bedroom
and making herself at home). It should be a bit more interesting than the
usual such, though. Of the two Princesses, one comes from an old country,
one comes from a new upstart nation, and both have been put through the
wringer of some fairly nasty political infighting at home though they are
each far down the line from the thrones of their respective countries.
So far, Marple, whoever she is or where she came from, seems to serve as an
innocent providing counterpoint to the three main characters.

Another one in this theme I'm liking right now is Umi no Misaki. The center
character moves to a distant island (which he has a connection to, saying
more would be a spoiler) to attend high school. He is one of two outsiders,
with the teacher. Unlike her, however, there is a situation or a role for
him to fulfill in the mostly closed to outsiders society, one that will
involve him closely interacting with three of his female classmates (and no
more - it's a small social setting, there just aren't any more. They
wouldn't be free themselves except for a particular element of the
community). Unlike the usual nerd in these situations, he proves capable of
being able to figure out problems he has with the other characters without
help, comprehending the why of them and what response to make to fix it.
He's actually supportative and empowering instead of exploitative, without
being a wimp (starting with accidently throwing himself off a small cliff
into the ocean trying to save a favorite hat of someone he's just met).
There's reasons for the ladies to like him besides just proximity and plot
necessity.

The group that did the 1st chapter has put up chapters 2-4.
