The parameters of "justice" are only determined by the what we humans believe is correct. I think the main thing about the entire storyline is irony. Only 'God' can deem what is just, but Kira (aka-Light) attempts to bring justice to the world by killing criminals. L is also trying to stop him in the name of justice. In a sense, L is trying to be as much of a god as Light, just using a different method. KIRA would be a sole god, L would be part of a group of gods called the Government. (Not trying to sound Anarchist, but that's how the story kinda puts it)
