Full metal panic! questions

I'm gonna take the risk and sound completely ignorant and ask a stupid question...Is The second raid (Full metal panic! the second raid)the second part of the series. Also I think the ending of the first series (Full Metal Panic!) didnt end as I would have hoped. Being a person who somewhat enjoys "romantic" animes, I was REALLY hopeing that Sousuke and Kaname would at least share a kiss, because lets face it they care alot about each other and yet not once did they kiss.

Fumoffu is more romantic. The second raid is where they both go emo ( romance in that too)

second one i think is mostly on school life. I know one of them is just school like, all are hilarious, full of romance.

Second one is all a romance story, Action is non exsistant, but it was my favorite one :P
