I'd say that this is opinion, so no real right or wrong.

1. Raizen (Yuu Yuu Hakusho)
2. Alucard (Hellsing)
3. Aizen (Bleach)
4. Abel Nightroad (Trinity Blood)
5. Nathan Mahler (Blood+) <- never actually fights, but I have a feeling about this one
6. Archer (Fate/Stay Night)
7. Shishio Makoto (Rurouni Kenshin) <- never actually lost to Kenshin - probably would have won, in fact.
8. Hei / Li Shunsheng (Darker Than BLACK)
9. Millenium Earl (D. Gray - man)
10. Guts (Berserk)

I didn't feature DBZ characters on here because I kind of hate the whole "they're dead...let's bring them back to life!" aspect. I mean, getting killed like 3 times throughout the course of a show does not qualify you for toughness.

If its physical strength then its Kenshiro or Guts. Both have rediculious amounts of power. If you going with super powers then its kind of unfair with shonen anime there is no rhyme or reason for the powers and special abilities for the most part.
