the free-from pen-tool
firstly select it ;
then use it for whatever shape ya want the chakra to have
stroke path along with stimulate pressure with brush
<<ps note the path is stroked with the current brush selected and current colour selected>>
in the layer pallete below you will see a paths option go on it and delete the working path once you are done

use the smudge tool for the kyuubi 's chakra for Sasuke's ya can use Pen Tool ..xD..
use pen tool to make the path of the chakra i.e the lines of chakra on a new layer
right click select stroke path don't forget to check the stimulate pressure underneath..xD
the smudge tool's comparitively easier to use select it and with an apt size hover over the area with left-mouse button clicked and leave when ya get desired effect(s)

also i'd like to know which photoshop version you are using if it's not a bother ofc :P
