there are a number of programs you can use for this
lackey ccg is free to dl and supports just about any card game (just have to dl another plugin) and has a room based server system
another one is is YVD stands for yugioh virtual desktop
is specialized for playing yugioh but doesn't have a room based server system, all connecting to opponents is done directly so you have to know your opponent first
you can also use some of the official programs but i can't guarantee that these are free
in any case just use google to find the sites of these programs
