you can download gimp... it has many features.... and you can download a lot of extra brushes...
it's quite nice, for free... but not as good as PS of course...

This is a browser photoshop.. it isn't great but you can do some things in it :)

The first on the left of the "help" button.. There you can adjust the language, I don't know which language you speak ^^
But with me, it automatically sets to dutch, else I would have set it in english ;)
